Dr. Richard “Dick” Ferreira, MD, JD

Chief Medical Officer / Co-founder

Dr. Ferreira holds degrees in medicine and law bringing over 40 years of experience and knowledge in the healthcare industry. He is a board certified general surgeon and has had large practices of surgery in a private rural economy (North Dakota) as well as in a large multispecialty group in a major metropolitan area (Los Angeles, CA), and as an executive at a major health insurer, Oxford Health Plan. After gaining a degree in law, Dr. Ferreira entered the full time administration of medical practices with Mullikin Medical Centers, Inc., described by the Wall Street Journal as the most successful private physician group in the United States.

In his role as Vice president for the Mullikin organization, he instituted contracting reforms and policies which set standards for performance and quality utilization for all sectors of the industry. Dr. Ferreira edited a proprietary tome on the principals of Managed Care for the education of non-professional and professional healthcare providers within the organization that had expanded from one location in 1978 and 15 physicians to encompass over 50 clinic sites in three states employing over 500 physicians and with over 3,000 physicians in its own IPA in California by 1996. The Mullikin organization was sold for $425M in 1997 and Dr. Ferreira assumed a full time role with The Advisory Board Company of Washington DC., a nationally renowned consulting group and “think-tank” with whom he had worked for two years prior on a part-time basis.

After establishing his own consulting firm serving major physician organizations, private insurers, and hospital chains and groups, Dr. Ferreira was recruited to join Oxford Health Plans as Vice President, Medical Management and oversaw a staff of 5 regional Senior Medical Directors and 30 Medical Directors. On joining Oxford with a med-loss ratio of 120%, Dr. Ferreira instituted a review process for hospitals and physicians, essentially eliminating all retrospective denials of coverage and improved the relationships between Oxford and the community of healthcare providers while at the same time lowering the med-loss ratio to 80%.

Dr. Ferreira also served his military duty as a Captain in the US Army assigned to the Department of Defense in an AFEES station with a direct reporting line to the Surgeon General of the United States. Upon completion of his duties, he was awarded the Joint Services Commendation medal, the nation’s second highest non-combatant award.
